The Department of Water Resources reported the snowpack water content throughout the Sierra at 19 percent of the average for early January. Attached is the Board’s revised SRA emergency fee regulations that you will recall were withdrawn from the Office of Administrative Law(OAL)last month. We understand the OAL had issues with the fee on “habitable structure” wherein the prior regulations proposed a fee in excess of the statutory $150 on “each additional dwelling unit, specifically for hotels, motels, etc.

Despite Lifesaving Heroics, Pioneer Fire Faces Layoffs and Increased Response Times

Pioneer Fire Protection District, including Chief Bob Gill and volunteer firefighter Phil Dayton were first on the scene when a kayaker was rescued early Friday morning after becoming separated from his friends the night before. The German born kayaker was injured Thursday night while kayaking down the Middle Fork of the Cosumnes River. More than a dozen Search and Rescue members arrived and formed a command post near the river and Slug Gulch and Rocky Bar roads. The injured man was eventually air-lifted up by the helicopter and was transferred to nearby Pioneer Park, where medics were on hand to provide medical assistance. El Dorado County sheriff’s Lt. Bryan Golmitz said the kayaker suffered an injury to his shoulder.

Concurrently, Chief Bob Gill is managing a public outreach program to inform the public of severe budget cuts and the effects they will have on staffing levels and response times for fire suppression and lifesaving events like heart attack resuscitations. Last year, the El Dorado County Board of Supervisors voted 3/2 to eliminate Aid to Fire funding by FY 2012-13. In 2010/11, the PFPD was cut by over $100,000. Additionally, a decrease in local property tax values has decreased fire protection revenue by approximately $40,000. Despite cost-cutting by the district, it was not enough to offset these decreases in revenue.

PIONEER, Amador Co. — Landowners who have pines and other conifers on their property are invited to attend a five day workshop in Amador County that will address forest management practices, harvesting, water quality, fuel management, fire safety, pests and diseases, road maintenance, regulations, technical and financial assistance and many other topics.

This could mean the loss of Advanced Life Support service, fewer firefighters, increased response times, the permanent closure of the Willow Fire Station 31 on Grizzly Flat Road, and other service reductions.

Placerville wrestles with redevelopment district -- With the fate of redevelopment in California unknown, the city of Placerville is creating its first redevelopment district to fix crumbling buildings, improve infrastructure and bring more business to town. Officials are expected to adopt the plan next week at a time when there’s still uncertainty about whether Gov. Jerry Brown will successfully end redevelopment to route more funds to cash-strapped schools and municipal services. But there’s also a significant push back from some residents, recalling a previous rejection of the city’s plans to bring in redevelopment nearly 30 years ago.

The residents of the Pioneer Fire Protection District will likely face a tough decision in the next election: Pay more taxes, or lose control of their fire district.

The PFPD’s board of directors is considering its options to maintain the fire district’s service levels when the county’s supplemental funding runs out in June, 2012. That money, which was reduced from $257,813 last year to $178,590 this year, represents approximately one quarter of the district’s budget.

First, a brief history: In June, 2009, facing decreased property tax revenue following the crash in the housing market, the El Dorado County Board of Supervisors voted 3 to 2 to eliminate the “Aid to Fire” funding that helped support rural fire districts. The El Dorado County Joint Powers Authority, the agency that provides the county’s ambulance service, agreed to partially back fill the funding for the next two fiscal years. That funding ends June 30, 2012.

Here are the options the PFPD board is considering, and the likely results.

EDC Un-Funded Pension Liability Increased $172 Million in One Year!

California counties are getting a shocking Christmas gift from the California Public Employees' Retirement System (CalPERS) in the form of an updated actuarial report for the retirement system. Of course, pension liabilities are soaring, which will further stress county budgets. In the small county where I reside (El Dorado County), the unfunded pension liability has increased $172 million in one year, to approximately $264 million. Those are big numbers in a mostly rural county.
