Pioneer Fire Protection District, including Chief Bob Gill and volunteer firefighter Phil Dayton were first on the scene when a kayaker was rescued early Friday morning after becoming separated from his friends the night before. The German born kayaker was injured Thursday night while kayaking down the Middle Fork of the Cosumnes River. More than a dozen Search and Rescue members arrived and formed a command post near the river and Slug Gulch and Rocky Bar roads. The injured man was eventually air-lifted up by the helicopter and was transferred to nearby Pioneer Park, where medics were on hand to provide medical assistance. El Dorado County sheriff’s Lt. Bryan Golmitz said the kayaker suffered an injury to his shoulder.

Concurrently, Chief Bob Gill is managing a public outreach program to inform the public of severe budget cuts and the effects they will have on staffing levels and response times for fire suppression and lifesaving events like heart attack resuscitations. Last year, the El Dorado County Board of Supervisors voted 3/2 to eliminate Aid to Fire funding by FY 2012-13. In 2010/11, the PFPD was cut by over $100,000. Additionally, a decrease in local property tax values has decreased fire protection revenue by approximately $40,000. Despite cost-cutting by the district, it was not enough to offset these decreases in revenue.

Rancho Cordova CHP capt. busted in suspected DUI motorcycle crash --PLACERVILLE, CA - A captain with the California Highway Patrol has been arrested for suspected drunken driving after crashing his Harley-Davidson motorcycle in El Dorado County. A CHP accident report obtained by News10 shows Robert D. Patrick, 47, was riding a 2008 Harley-Davidson Fatboy southbound on Mt. Aukum Road south of Fairplay Road when he failed to negotiate a curve. The motorcycle traveled onto the dirt shoulder and overturned.

Placerville and Sacramento Railroad Excursion -- Eric Olds, who is known as the Motorman, drives the scenic train on a newly repaired historic train track that was washed out several years ago. Olds is Vice President of the Placerville and Sacramento Valley Railroad that has been using volunteers to help rebuild the broken track. Right now the track is repaired a short distance but one day their goal is to restore it all the way to Latrobe and Shingle Springs.

Officials are expected to adopt the plan next week at a time when there’s still uncertainty about whether Gov. Jerry Brown will successfully end redevelopment to route more funds to cash-strapped schools and municipal services. But there’s also a significant push back from some residents, recalling a previous rejection of the city’s plans to bring in redevelopment nearly 30 years ago.

The residents of the Pioneer Fire Protection District will likely face a tough decision in the next election: Pay more taxes, or lose control of their fire district.

The PFPD’s board of directors is considering its options to maintain the fire district’s service levels when the county’s supplemental funding runs out in June, 2012. That money, which was reduced from $257,813 last year to $178,590 this year, represents approximately one quarter of the district’s budget.

First, a brief history: In June, 2009, facing decreased property tax revenue following the crash in the housing market, the El Dorado County Board of Supervisors voted 3 to 2 to eliminate the “Aid to Fire” funding that helped support rural fire districts. The El Dorado County Joint Powers Authority, the agency that provides the county’s ambulance service, agreed to partially back fill the funding for the next two fiscal years. That funding ends June 30, 2012.

Here are the options the PFPD board is considering, and the likely results.

BOS takes EDAC's course to Gen. Plan Update -- EDAC, and its Regulatory Reform Sub Committee, at the direction of the Boards, has spent the better part of the past 2 years reviewing County land use regulations to identify and recommend reform that would improve the regulatory processes. On Tuesday, the Board of Supervisor supported EDAC’s request to consider a new approach for processing the Targeted General Plan Amendment, Zoning Ordinance Update, and the Land Development Manual. The process presented by EDAC provides a unified approach for the review and final adoption of these documents, ensuring no one document contradicts or obstructs the other in supporting General Plan goals. The Board directed Staff and EDAC to return on July 25, 2011 with drafts of the targeted General Plan Amendment, Zoning Ordinance and Land Development Manual for their consideration.

Rainbow Bridge, Riley Street segment to reopen this evening -- The Rainbow Bridge and Riley Street from Natoma Street to Folsom-Auburn Road have been closed since Sunday. Construction crews are working 24 hours a day, according to the city of Folsom. The roadway at the intersection of Riley and Sutter streets will be replaced and new granite sidewalks will be installed.

DST Output will lay off 90 More -- DST Output West LLC plans to eliminate 90 positions in the company’s El Dorado Hills, Calif., office, marking the third round of layoffs since May. The California layoffs are scheduled for May 15. Positions to be eliminated include software and mechanical engineers, maintenance service technicians, software quality analysts, quality assurance auditors, machinists and others. The company, which provides billing and statement services, laid off 126 employees in May 2010 and 60 employees in June 2010. The El Dorado Hills office had 1,250 workers at the beginning of 2010.

Video shows off-roaders how to preserve Rubicon Trail -- "It's in your hands" is the message of a new 15-minute video produced by Todd Stanley, the Cool filmmaker of "Deadliest Catch" fame. The video shows both the bad old days and the good, new ways for preserving the trail. The video will be shown to off-road organizations and will air on local cable television. The Rubicon Trail is actually a county road, established in the 1800s, now accessible in parts only by off-road vehicles – and hikers, bikers and equestrians. The film cost nearly $100,000. About two-thirds of the funding came from a California grant funded by off-highway vehicle fees, and the rest was provided through volunteer work on the film. The video will debut on the county's website, www.edcgov.us, on Earth Day, April 22.
