Public testimony will be received on each agenda item as it is called. The applicant is allocated 10 minutes to speak; individual comments are limited
to 3 minutes; and individuals representing a group are allocated 5 minutes.
Items not on the agenda may be addressed by the general public during Public Forum. Comments are limited to 5 minutes per person. The
Commission reserves the right to waive said rules by a majority vote. Public Forum is for comments only. No action will be taken on these items
unless they are scheduled on a future agenda.
To ensure timely delivery to the Agricultural Commission, written information from the public must be received by the Agriculture Department by the
last Thursday prior to the meeting. The Agriculture Department cannot guarantee that any FAX or mail received the day of the meeting will be
delivered to the Commission prior to action on the subject matter.
All Agricultural Commission meetings are tape recorded. Anyone wishing to purchase a recorded tape of an Agricultural Commission meeting may do
so under the California Public Records Act process for $5.00 per tape by contacting the Agriculture Department after action has been taken.

VII. S 07-0006/Richard & Diane Stading (Auriga Home Occupation Winery) requesting a special
use permit to allow the expansion of a home based wine making operation that changes the
nature of the grapes to wine but is limited to 250 cases, maximum per year. The wine is
proposed to be sold retail and wholesale at a wine tasting room located off-site at a parcel
not associated with this parcel. The tasting room is located on commercially zoned property.
The property, identified by Assessor’s Parcel Number 048-121-76, consists of 6.88 acres,
and is located on the west side of Newtown Road approximately 0.25 miles northwest of the
intersection with Big Barn Road, in the Placerville Periphery area. (District 3)
Staff Recommendation: Recommend CONDITIONAL APPROVAL of S 07-0006 based on the allowed
uses with a Special Use Permit as stated in Zoning Code Section 17.28.200.a, which includes “The
packing and processing of agricultural or wood products and the necessary buildings and structures
required therefore where the nature of the product is changed”, and place CONDITIONS on the
permit that includes no on site sales, no tasting facilities and limits case production to no more than
250 cases per year.

VIII. S 07-0009/James & Karen Murphy: A request for a special use permit for a home
occupation winery to make wine within an existing attached garage. The property, identified
by Assessor’s Parcel Number 104-220-07, consists of ten (10) acres, and is located on the
south side of Gallagher Road approximately 1,500 feet west of the intersection with Salmon
Falls Road, in the Pilot Hill area. (District 4)
Staff Recommendation: Recommend CONDITIONAL APPROVAL of S 07-0009 based on the allowed

the proposed pool and pool house, located adjacent to an existing single-family residence.
While the subject parcel is not located with an Agriculture District, it is ten (10) acres or
more in size and adjacent to Agricultural (A) zoned land and therefore subject to special
agricultural setbacks in accordance with the Interim Interpretive Guidelines adopted June 22,
2006. (District 2)
Staff Recommendation: Recommend CONDITIONAL APPROVAL of the request for Administrative
Relief be granted from the 200 foot setback as there are no other suitable building sites. The pool
house shall not be located less than 150 feet and the pool shall not be located less than 190 feet from
the adjacent agricultural property line.

X. Frank & Patricia Matagrano/requesting Administrative Relief from Agricultural Setbacks for
the proposed single-family dwelling with an attached recreation room and an attached shop
to be located 75 feet from the south property line. The subject parcel is adjacent to
Residential Agricultural (RA-40) zoned land and therefore subject to special agricultural
setbacks in accordance with the Interim Interpretive Guidelines adopted June 22, 2006.

09, -10,-13,-14, consists of 531.5 acres, and is located on the west side of Shingle Lime Mine
Road approximately 1.04 miles south of the intersection with Durock Road, in Cameron Park

Staff Recommendation: Recommend CONDITIONAL APPROVAL of the request so that parcels that
are created adjacent to agriculturally zoned lands shall be large enough and of such dimensions to
meet the 200 foot agriculture setback requirements but in no case shall they be less than ten (10) acres
